Rice: Mideast peace prospects worsened under Obama (AP)

WASHINGTON ? Prospects for Israeli-Palestinian peace are far worse today than when she left office, former Secretary of State Condoleezza Rice said Tuesday, and she partly blames the Obama administration's tough line against Israeli settlement-building for spoiling chances for new talks.

"When you look at where we are now, we're a long, long way back from where we were," Rice said in an interview with The Associated Press.

Rice said she had hoped that the Obama administration could revive stalled peace talks quickly when it took office in 2009, but she said she was disappointed by the new administration's handling of the delicate issue of new Israeli housing construction in the West Bank.

"I do think focusing on settlements in that particular way was a mistake," Rice said. "The parties then were able to have a reason not to sit down."

The gulf has only widened, Rice said, "and they're running out of time." She did not sound optimistic for a settlement soon, or even for new talks.

"When they're not talking, they're sliding backward," Rice said.

A detailed account of negotiations she helped broker in 2008 is a highlight of Rice's new memoir of her time in Washington. Published Tuesday, "No Higher Honor" concedes some missteps by the Bush administration on several fronts but strongly defends former President George W. Bush's efforts toward Mideast peace, and Rice's own.

"It's one of the best deals I think you're going to see," Rice said of the deal on the table during the waning months of the Bush administration. The deal died when the Palestinians rejected it weeks before Bush left office, she wrote, but she suggested her successors might have been able to use the momentum from those negotiations to keep talks alive.

Rice said she left a record of the intensive negotiations she led in 2008 for the new Obama administration in hopes that a new team of negotiators could pick up where the Israelis and Palestinians had left off.

The U.S. long has opposed new settlements but largely looked the other way at some homebuilding, such as expansion of selected neighborhoods. Rice herself had called settlement building unhelpful and was infuriated when Israel appeared to undercut her by announcing new building licenses hard on the heels of some of her diplomatic visits.

But new Secretary of State Hillary Rodham Clinton and her Mideast envoy, George Mitchell, took a much harder line in the spring of 2009, demanding a full freeze on any building.

Obama "wants to see a stop to settlements," including the expansion of existing developments, Clinton said in May of that year.

With Israelis suspicious of Obama even before he assumed office, the settlement position further unnerved them. The Palestinians, initially encouraged, became disillusioned when the U.S. was unable to persuade Israel to freeze settlement construction.

Rice's account confirms then-Israeli Prime Minister Ehud Olmert's claim that he had laid out a comprehensive proposal for peace during secret meetings with Rice and Palestinian President Mahmoud Abbas. Rice said Abbas ultimately rejected the proposal, for which she said she does not blame him. The Palestinians deny that Abbas did so.

In the book, Rice recounts a private dinner with Olmert in May 2008 when she said he presented the plan.

It contained ways to address the most difficult issues preventing Israel and the Palestinians from agreeing on terms for a separate Palestinian state, she wrote. Olmert proposed a system for shared jurisdiction of Jerusalem and return of a limited number of Palestinians who left their homes in what is now Israel when the Jewish state was created in 1948, Rice wrote.

Olmert also would end the Israeli occupation of the West Bank and hand over about 94 percent of the territory to the Palestinians for the bulk of their state, she wrote.

"Concentrate, concentrate," Rice describes herself as thinking as Olmert spoke. "This is unbelievable."

Bulgaria: Conservative likely winner of presidency (AP)

SOFIA, Bulgaria ? The ruling conservative party's candidate declared victory Sunday in Bulgaria's presidential run-off after exit polls indicated he had won handily and his Socialist challenger conceded defeat.

A win by Rosen Plevneliev means the ruling GERB party now controls all the major posts in Bulgaria, which will bolster its push for painful economic reforms in the struggling country, where the average monthly salary is euro350 ($485) and unemployment is 11.7 percent.

An exit poll, conducted by the Alpha Research agency, gave Plevneliev 54.8 percent of the votes, while indicating 45.2 percent of voters cast ballots for Ivailo Kalfin. Two other exit polls showed a similar margin. The Central Election Commission estimated turnout at 42 percent.

Official results are due Monday, but Kalfin conceded defeat after the exit polling. "The result is clear ? we did not win the elections," he said.

Although most of the power in corruption-plagued Bulgaria, a Balkan country of 7.4 million, rests with the prime minister and Parliament, the president leads the armed forces and can veto legislation and sign international treaties.

The 47-year-old Plevneliev is a former entrepreneur who has been lauded for pushing through several large-scale infrastructure projects as regional development minister in the incumbent Cabinet. He has pledged to reduce the budget deficit and pursue business-friendly policies.

He also said he would do his best to unite Bulgarians in pursuit of reforms in the judicial and health care systems, while also diversifying energy supplies and improving trade.

"Bulgaria's European future means that the president should guarantee equal chances for the development of all regions in the country," Plevneliev said Sunday.

Prime Minister Boiko Borisov, meanwhile, said that by electing Plevneliev, "Bulgarians supported Bulgaria's stability and its European development."

The winner of the contest replaces Georgi Parvanov, a former leader of the Socialist Party who has often criticized the government and used his powers to veto legislation or key judicial office or diplomatic service appointments. Parvanov has served two five-year terms, the legal limit.

If final results confirm Plevneliev as the winner, he would take office Jan. 23.

RIM Offers Buy Two, Get One Free for BlackBerry PlayBooks (NewsFactor)

Research In Motion hopes to move some PlayBooks before the end of the year with a promotion that aims at business users. The BlackBerry U.S. Web site is making an offer it hopes mobile business users won't be able to refuse.

From now until Dec. 31, BlackBerry business customers can get one free PlayBook tablet with every two purchased from an authorized retailer. To make the pot even sweeter, business customers can also choose a premium accessory for each tablet, either a leather sleeve, a charging pod or a six-foot cable.

Optimizing for Enterprises

The promotion comes just days after RIM announced a delay in PlayBook OS 2.0. David Smith, senior vice president of BlackBerry PlayBook for RIM, specifically mentioned enterprise plans in his Oct. 25 blog post. In a move that plays on RIM's historic strengths,, he said, RIM is addressing barriers to tablet adoption, including device manageability and enterprise application deployment.

"Enterprises will uniquely have the ability to manage tablets from a centralized server, while BlackBerry Balance ensures a seamless user experience for personal and professional needs and gives CIOs the peace of mind that corporate data is secure," Smith wrote.

Smith said BlackBerry PlayBook OS 2.0 will also offer dedicated shelf space inside the BlackBerry App World storefront to make approved enterprise applications available to an organization's end users more quickly. RIM hopes these features will help change the way enterprises view and use tablets.

The PlayBook OS 2.0 update will also include advanced integrated e-mail, calendar and contact apps, a new video story, as well as new functionality that will allow your BlackBerry smartphone and BlackBerry PlayBook to work together even better.

Overcoming Downsides

"RIM is trying to boost sales with this promotion and this is one way to do it. The PlayBook is obviously not selling and it can't compete with the iPad, and it has shortcomings that we've discussed before," said Michael Disabato, managing vice president of Network and Telecom at Gartner.

The PlayBook offers true multitasking capabilities. But a major downside so far is that it has to be paired with a BlackBerry smartphone via a special application to access e-mail, calendar, address book, memo pad, task list, BlackBerry Messenger, and browsing functions. With the OS update put off, it remains to be seen if business users will take the PlayBook plunge before they see the software improvements.

Another downside is the lack of a strong system of developers and applications. As Disabato sees it, if RIM is going to compete with Apple and Android, it needs to attract more developers and roll out a user experience that doesn't require two pieces of equipment. At the end of the day, Apple still has the advantage.

"With this promotion, RIM will get traction with people who are thinking about buying a PlayBook or planning to buy one," Disabato said. "The government might decide employees don't need an iPad, they just need a tablet, and decide to buy the PlayBook. But this promotion is not going to displace any iPad sales before Christmas."

Mitrione?s inexperience shows, Kongo puts it together late to win at UFC 137

Mitrione?s inexperience shows, Kongo puts it together late to win at UFC 137

LAS VEGAS - He's was dubbed "Meathead" during Season 9 of "The Ultimate Fighter" for a reason. Matt Mitrione has a goofy nature about him and tonight it cost him.

Mitrione never pressed on the gas pedal and allowed Cheick Kongo to grab a unanimous decision victory, 30-27, 30-28, 29-28 in the co-main event at UFC 137.

The former Big 10 defensive lineman had Kongo backing up for two rounds, but when he didn't throw enough punches, it opened the door for the Frenchman to get aggressive.

Kongo scored two big slam takedowns in the final round and beat up Mitrione on the ground to lock up the fight.

The first two rounds were both frustrating and exciting at times.

Kongo (17-6-2, 10-4-1 UFC) is one of the most accurate strikers in UFC history, but Mitrione didn't care. He pressed forward and made the hulking Kongo look a little scared.

"I felt like I was chasing him a lot so I couldn't force anything. I'm just really dissappointed in the whole thing," said Mitrione.

One problem though, Mitrione never let his hands go. He'd throw a flurry here or there, but he spent most of the time faking and smiling. Meanwhile, Kongo landed a few well-placed punches and scored enough with leg kicks to win over the judges. According to Fight Metric, Kongo attempted 97 strikes to just 52 from Mitrione during the first two rounds.

"I wasn't sure how to react to Mitrione's movements in the beginning. I was happy with my performance, especially my striking. I wanted to make him work. My game plan was to wait and see what he did," said Kongo.

Considering he didn't fight professionally until late 2009, it's not an awful loss for Mitrione. A defensive tackle at Purdue, Mitrione (5-1) spent several years bouncing around the NFL as he struggled with foot and ankle issues. The 33-year-old is extremely athletic with good natural fighting instincts. Tonight, he was just way too patient.

Kongo's now won three of four fights. The other one was a draw against Travis Browne.

Jessica Simpson, Baby Bump Flip Off Photographers

Good thing Jessica Simpson's future son or daughter isn't around to see this yet. The alleged singer/actress flipped off photographers at the airport Saturday.

Sporting a loose leopard print dress, the 31-year-old was evidently very far from pleased by the swarm of paparazzi that greeted her as she arrived at LAX.

The irony, of course, is that they're only there because Eric Johnson got Jessica Simpson pregnant and she won't admit it publicly, fueling the speculation ...

The following day, she was in better spirits, walking hand-in-hand out of a Beverly Hills office building, rubbing her growing belly above a loose-fitting top.

Eric, her fiance, was protective as he walked with his arm around Jessica, gently helping her into their car. Their wedding date has not been scheduled.

For over a month, Jess has steadfastly declined to what appears to be a very obvious pregnancy in hopes of earning a big payday in a celebrity magazine.
